Forearms Clarification Required

Recently a WFTDA ref gave a clarification to some of our refs (not including myself) at a B&T training camp in regards to Forearms that I'd like to hear more about.

Word is that if a skater attempts to break through a wall with her forearms pulled into her chest in a vertical position (elbows below ribs, hands below chin) and makes initial contact with the forearms then this would be a penalty evaluated on impact. This differs from the way we've been calling it since we've always believed arms pulled into the chest are an extension of the legal blocking zone.

Upon thinking further I realised the only refence to forearms being pulled into the chest I could find is this:

[Rule]6.3.5   Contact made with the forearms when forearms are pulled in to the body to absorb a hit.[/rule]

This rule only addresses absorbing a hit, not initiating.

So, I'm not disputing what I've been told, I'm just wondering what the reasoning is behind it so when skaters question the call I can be more confident in my explanation, since for so long we've been going the other way with it.
