Hello Referees,
For 2010 the WFTDA will be collecting applications for all referee and NSO positions for the Big 5 Tournaments (Regionals and Championships). The application is attached and can be returned to your region's referee certification email address. Please read below for more information on the process including the time lines.
Step 1 – The Referee Certification Committee will solicit applications for Tournament Head Referee, including letters of self-nomination stating the referee's Qualifications. WFTDA Organized Tournament Officiating Advisory Panel will select the top three (3) candidates who are qualified for the position and notify them of their selection. If a referee is not well known to Referee Certification they will contact WFTDA Leagues and Referees until a sufficient understanding of the applicant’s abilities are obtained and an informed decision can be made. Applicants may submit applications for multiple tournaments simultaneously.
Step 2 – At the WFTDA Annual Meeting the Tournament Head Referee applicants are voted on to determine the Tournament Head Referee. A WFTDA Regional membership vote determines the Regional Tournament Head Referees and a full WFTDA membership vote determines the WFTDA Championship Tournament Head Referee.
Step 3 – The Referee Certification Committee will solicit applications for Tournament Referee positions (Tournament Crew Head Referee, Jammer Referee, Pack Referee, Outside Pack Referee, and Non Skating Officials). Tournament Referee applicants will submit a letter of self-nomination stating their qualifications. Applicants may apply for multiple positions and multiple tournaments simultaneously. The WFTDA Organized Tournament Officiating Advisory Panel will determine which applicants are qualified for which positions.
Step 4 – The elected Tournament Head Referee will select 3 Tournament Crew Head Referees from those deemed qualified by the WFTDA Organized Tournament Officiating Advisory Panel. The three (3) selected CHRs will be given a period of two weeks to accept or decline the position.
Step 5 – Tournament Head Referee and Tournament Crew Head Referees select Tournament Referees from those deemed qualified by the WFTDA Organized Tournament Officiating Advisory Panel and divide them into 3 Tournament Crews in accordance with the positions they have been deemed qualified to officiate. This should include at least one alternate per Tournament Referee Crew, who would also be willing to serve as a Tournament NSO should they not end up in a Tournament Referee position.
Step 6 – Tournament Referee Crews are submitted to the WFTDA Organized Tournament Officiating Advisory Panel for approval. This panel has veto power therefore appropriate changes can be made, if necessary.
POLICIES:
· Tournament referee applicants will be given at least 6 weeks to submit their applications, with all tournament deadlines being due on the same day.
· For WFTDA Regional and Championship Tournaments there is no limitation of referees per league per tournament.
· While keeping in mind good partnerships and overall teamwork of the referee crew the THR's and CHR's should fill the Referee Crews with the highest level Certified referees approved for each position. As a final recourse they may look to Certified referees who did not make the application deadline, or seek non-certified referees, who must be approved by the Advisory Panel.
· The THR can opt to be a non-skating official and observe, organize, and perform their duties off skates. If the THR opts to skate they will hold the position of Inside Pack Referee for one of the referee crews.
· The THR will assign an NSO captain for each NSO crew. That captain will be responsible for the accuracy and effectiveness of their crew, much like a CHR.
· The Officiating staff (Referees and NSOs) for tournaments must include all positions listed in the Referee and Officiating Protocols for WFTDA Organized Tournaments. All Tournament Officiating Staff must familiarize themselves with the protocols and follow these procedures during tournaments. Officials should abide by the guidelines in the WFTDA Officiating Standard Practices Manual and WFTDA Referee Hand Signals.
· For the WFTDA Championship Tournament it is strongly suggested that all Tournament Referees, especially the Tournament Head Referee and Tournament Crew Head Referees, will have held referee positions in at least one Regional Tournament that year.
· Invitations to officiate the Championship Tournament may be delivered before the WFTDA Regional Tournaments, however assignments to positions (including Tournament Crew Head Referees) and thus divisions into Tournament Crews will not be made until after all WFTDA Regional Tournaments.
· If the Regional Tournament Head Referee and Regional Tournament Crew Head Referees (with guidance from the WFTDA Organized Tournament Officiating Advisory Panel) determine that any referee or NSO participating in a regional tournament failed to adequately perform their duties at the tournament, the THR and CHR will immediately (by the conclusion of the tournament) document the situation and report it to Referee Certification. Should the referee or NSO in question have been invited to the WFTDA Championship Tournament, Referee Certification will bring the matter to the National Tournament Head Referee, National Tournament Crew Head Referees and the WFTDA Organized Tournament Officiating Advisory Panel. These parties will discuss and reach a conclusion as to whether or not the invitation will be revoked.
IMPORTANT DEADLINES:
April 1st - Applications for Tournament Head Referee released
May 1st - Deadline for Tournament Head Referee submissions
May 30th - Tournament Head Referee vote and announcement
June 1st - Deadline for ALL Tournament Referee and NSO submissions
June 10th - Approved Tournament Crew Head Referees for selection given to Tournament Head Referees
June 15th – Tournament Crew Head Referees selected and submitted to WFTDA Organized Tournament Officiating Advisory Panel for invitation; approved Tournament Referees/NSO's for selection given to Tournament Head Referees
July 1st – CHR’s accept/decline invitation
July 15th - Tournament Crews submitted to WFTDA Organized Tournament Officiating Advisory Panel
August 1 – Referee Crews announced for all tournaments
