this situation happened at training and it threw me for a bit

yellow blocker tripped on her team mate and fell hard, it looked like a nasty fall and she was sprawled over the track.

black blocker who was right behind her tripped over yellow blockers legs as she went down.

so initially i'm thinking this is an easy low blocking major penalty against yellow blocker.

as i was about to call the penalty  i realised the yellow blocker wasn't getting up and was hurt.

at this point i was undecided if i shouldn't call a penalty on a skater is who is down and hurt.

she did get up after a few seconds before i was ready to call off the jam so i gave her the tripping penalty (yes i felt mean).

do you think this was the correct way to handle this?

also if the blocker didn't get up and i called the jam off what should i do next?

my thoughts are: give the injured skater a penalty, let her know that after she sits out for 3 jams she can serve her penalty if she is able.

i also thought about if she was unable to continue, that the captain would serve her penalty instead? after the 3 jams? or straight away if it's obvious that the injured skater won't return to the game?

In the case of injury you substitute another skater from her team to serve the penalty while the injured skater sits 3 jams. Just remember to note what position the injured skater was in so the sub serves in the same position.

A penalty is a penalty, even if the skater is being carted off on a stretcher. Sub another skater. Could be the captain, could just be a random skater. Just make sure that they put on the appropriate helmet cover if required.

Having said that, I've been guilty of letting a penalty go in the past - but not any more.

Yeah, there is a sense of "adding insult to injury" but them's the rules.

I have heard a ref "justify" not giving a penalty on the grounds that the skater is penalized already by sitting out three jams.  My response to that is simple:

Code:
6.0 ... Penalties are applied to both a player and the position she is currently playing. ...

If you don't issue that penalty then only the player is penalized, not the position.

And just to clarify: Yellow Blocker 1 tripped Yellow Blocker 2, and Yellow Blocker 2 tripped Black Blocker.  You gave the penalty to Yellow Blocker 2, correct?  It wasn't totally clear in your description which Yellow Blocker you thought should get the penalty.

yes yellow blocker 2 got the penalty
and just to make sure i understand
if she had been injured enough that the jam was called; because she can't be in the next jam i penalise her position with a substitue (the captain) and make sure the penality is recorded against yellow blocker 2.

Yep, except her substitute doesn't have to be the captain.  It can be any skater on her team.
