Jammerless scenario

At a scrimmage this weekend that I was HR a weird situation arouse. Jammer A committed a major back block on Jammer B. When Jammer B hit the ground the hard shell on her 187 knee pads came off. Jammer A was sent to the penalty box to serve her minute and Jammer B was sent to the bench to fix her equipment malfunction.
Jammer B is eligible to return to the jam once the equipment has been fixed and Jammer A has to sit in the box and serve her minute. Am I correct on this?
In this instance Jammer B was able to quickly fix her knee pad and return, but what if she had not be able to fix her equipment? Does the jam just keep going without a jammer until Jammer A returns from the penalty box? How long would you give Jammer B to fix the equipment before stopping the jam otherwise?
