Can she still be lead jammer?

A jammer is on her first pass through the pack. She skates out of bounds on a curve to maintain her speed, but she does not pass any other skaters in the time she is out of bounds. She comes back in bounds.

She gets a minor OOB penalty, but can she still become lead jammer if she passes all blockers legally and in bounds?

Rule says the skater "becomes ineligible for lead jammer by committing a foul". Does this minor OOB count?

If the jammer skates OB before she has reached the engagement zone, she is unable to become lead jammer because of this rule: To remain eligible for Lead Jammer, a Jammer must remain in bounds until she is within twenty (20) feet of the pack, a.k.a. the Engagement Zone, the area in which she may be legally engaged by a Blocker. No part of her skate(s) may touch the ground outside the track boundary before she initially enters the Engagement Zone. Until she initially reaches the Engagement Zone, a Jammer may be blocked out of bounds by the opposing Jammer, rendering her ineligible to become Lead Jammer.

If she skates OB while in the engagement zone but does not cut anyone, she is still eligible to be lead jammer.  Your problem might be that you're only quoting part of  Read the whole thing: Any legal pass counts. If a Jammer becomes ineligible for Lead Jammer by committing a foul or passing while out of bounds, she is allowed an opportunity to re-pass and regain eligibility for Lead Jammer status (i.e. if the Jammer repositions herself behind a Blocker that she passed illegally, by being reengaged or repositioning herself, she may attempt to pass that player again legally). 

When you read it as a whole, you see that it's specifically talking about committing fouls against an opponent or passing someone OB.  Skating out of bounds doesn't fall into either category, so doing so within the engagement zone won't in and of itself keep the jammer from being lead.
