entire team starting behind jammer line

I saw something while visiting another teams practice that caught me entirely out of left field, and that doesn't usually happen so I was hoping for some general clarification.

Black team has a power jam and lines up fully behind the jammer line. immediate no pack, white can't touch blacks jammer.
In this case Black team didnt move positionally and waited for the white team to catch up.

I was curious about the penalties issued with this action, while the black blockers all receive a IP minor, since they are the ones that were the initiators of the no pack scenario, are they not the ones immediately responsible for the reforming of the pack (aka skating back to the pack if white chose not to move).

I appreciate any thoughts on this
