start whistles...to block or to be blocked....

is there any rule governing me from,going behind the jam line after the jam start whistle but before the jammer whistle if i am still in the engagement zone?

i also had a question about 5.1.3 - 5.1.3.2
5.1.3 : A skater who is in play and stepping and/or skating (i.e. not down or at a standstill) in the counter-clockwise direction may block or engage an opposing player at any time during the jam a...fter their start whistle has blown.
5.1.3.1 : blockers begin at the first whistle.
5.1.3.2 : jammers begin at second whistle.

my confusing begins with being able to read that two different ways. what i know its saying is that blockers cannot block untill the their whistle and same for jammers. but is it ALSO saying i *cannot* block a jammer untill the jammer whistle if i am a blocker?
i know elementary. but i cannot seem to find which meaning it is clarifying. if both rules stand shouldnt they have their own rule set number? do they already and i have just some how skipped over it?

The way it is currently interpreted is that skaters are not in play until their whistle. Jammers not being in play until their whistle.

So while it is possible to go behind the line, it would be illegal to engage the jammer until their whistle.
