Opposing blockers have formed a wall that resemble a multi-player block but  drop their hands and only involved their shoulders as the jammer attempts to skate between them she catches her skates on one of the blockers skates and goes down. Is there a penalty involved on the blockers for low block?

Bold text for emphasis, italics is the relevant info.

The jammer initiated contact so she is responsible for the legality.  If a blocker stumbles because of the contact, it is a low block minor on the jammer.  If a blocker falls or goes out of bounds because of the contact then it is a low block major on the jammer.

No penalty on the blocker for contact initiated by the jammer.  Other potential penalties, including counter blocking (pushing a skate back into the jammer's skate) may still apply however.

But the bottom line is look for whom initiates the contact.
