Misread.. there is nothing to see here.

(was a mis-read regarding 4.2.1.1 Blockers   must   be   in   a   position   pre-jam   so   that   the   pack   will   exist   behind   the   Pivot   Line   
and   in   front   of   the   Jammer   Line   at   the   jam-starting whistle,   or   immediately   after   the   
jam-starting   whistle   should   the   jam   begin   with   a no pack.)

Not 100% on this, but I believe it was worded this way to allow for one knee starts.
Nothing has been changed to change where in that 30' space blockers should line up.

yeah, I misread it regarding the 30ft initially reading "Behind pivot line and in front of pivot line".. It took me reading it aloud to the wife, for me to catch the second was "jammer" line.

i'm currently writing up a rules quiz for our FreshMeat,  is there anywhere in the rules that states that all players start on the first whistle, i know this is the case but i like having rule numbers to back up my marking
i.e 4.4.1  and 4.4.2 do not explicitly state that everyone starts on one whistle.

There is no rule that specifically states that everyone can because it's not necessary.  The new rules removed all of the rules that prohibited jammers from starting until the second whistle (unless there's a no pack situation blah blah blah). 

There is no rule that says the jammers must start at the first whistle.  If the jammers were so inclined, they could stand there in place for two minutes.  The pack might roll around, overtake them, and knock them around a bit.  But other than that, there's nothing that says they have to move.

If you need further corroboration, look at 2.9 (list of official whistles).  The second start whistle was removed from the new version, so now there's just one "jam start whistle".
6.1.3.5.1.2.3 - The referee who quotes a rule with the most digits is declared the winner.
