when the time is stopped, simply press the minute button, to add a minute.  The alarm when it hits 0 is a nice back up in case the timer isn't paying attention.

If you can't add a minute while the time is running, sooner or later you will run in to a case where you can't accurately time a penalty because the first minute of service expires before game play is stopped giving you an opportunity to add a minute to the timer.

I agree that it would be a good reminder for a distracted NSO but I am worried about the time not stopping during a jam with no lead jammer and it goes the full two minutes and the skater gets an extra minute.

I think you can add the extra minute while it is running, however I believe count up is "safer".
Our PBT have 3 timers each. Imagine one of them died and you have a third blocker coming to the box, before you can reach for a backup timer.
If they count up it is easy to time that third blocker with your already running timers, if they count down you need another PBT to back you up.

Maybe it is a cultural thing, in European sports clocks count up. I recently wondered if I should set all scoreboard clocks to count up for that reason ;)
