new rules pre-start positioning

so according to the new ruleset blockers must be positioned so that the pack will exist between the pivot and jammer lines, rule no 4.2.1.1
 rule 4.2.1.1.1 states that a major illegal procedure will be given to the pivot of the team that does not field enough blockers in pre-jam position,  I'm a little confused about this rule, can anyone dumb this down a little for me

6.13.37 At the jam-starting whistle, the majority of a team’s on-the-track Blockers are not in position between the Pivot and Jammer lines, such that a pack will form behind the Pivot Line and in front of the Jammer Line at the time of the jam-starting whistle or immediately after the jam-starting whistle. The penalty should be given to the Pivot of the offending team(s), and if no Pivot exists, to the last non-Pivot Blocker to enter. If the referees cannot determine the last Blocker to enter, the Blocker closest to the penalizing referee will be charged with the penalty. This is not to apply

Clinton,
The rules state that there must be enough of the on track blockers from each team in the 30ft between jammer and pivot line to form a legal pack. There can still be no pack at the start without a penalty (e.g. team a just behind pivot line, team b upfront of jammer line) blockers on the track when the whistle goes who aren't in that zone are not in position and false starting but do count toward pack definition.  For that reason both teams are required to have the majority of their teams on track blockers in position between the lines. There's also a requirement that if they are intentionally down that they are in a position to stand immediately (e.g. on one knee is ok, butnot lying down).
So if team a has three blockers on track at the start and two are way ahead of the pivot line they get a penalty. If they only have one blocker on track but that blockeris  in position, no penalty. Blockers knocked out of position by illegal pre jam blocking or are considered as in position

this has been in effect for a while now previously as a rules publication now it's actually in the rules.

An important change from the Rules Pub is that we no longer stop the jam. We now are left to try to clean up the mess on the fly.  :)

Also be aware that the currently viewable Rules Q&A and Pubs have all been fluffed for this new ruleset, even if the datestamp doesn't currently reflect that. Some of them may have seen subtle changes.

Please read them all again, to properly prepare yourself.

So all the clarifications and other publications are not valid with this new rule set or they have been updated to be more in line with the new rule set?

So if I am reading this correctly,  team a is lined up standing just behind the pivot line and team b is lined up standing just ahead of the jam line there will be a no pack call as soon as the start whistle is blown. No penalty is issued for the non pack situation but team b will have to skate ahead to avoid failure to reform majors.

Precisely. The rule simply states that most of the Blockers must be between the Pivot Line and the Jammer Line at the jam-starting whistle. If this is true, then we look to see if there is a pack. If not, we call, "No Pack!" and then start issuing penalties if the pack does not reform immediately, make sure to watch for out-of-play engagement, etc.

There might be some Blockers who are out of position, though, in which case they are given a "False Start" warning, just as we do now. As long as the majority of the Blockers from each team are in position, though, there will be no penalty for illegal positioning.
