New rules and calling time outs

6.15.4 gives a major for a team that has no time outs who manages to successfully call a time out.  I don't see anything about them trying to call a time out and not being successful.  I'm assuming that was on purpose?  I just find it odd that they put other situations (like the Jammer who's not lead trying to call it off versus actually calling it off) explicitly in the rules but didn't do so for this one.

While I can't speak for the WFTDA, I imagine that the reasoning is that with illegal call offs that was part of the previous minor set that was moved to No Impact, so it remained as a reminder that it is no longer a penalty.

With Delay of Game it is a new penalty.  No one was calling penalties on this before, so the no impact was not necessary.  Just list the applicable grounds for the penalty.

For the delay of game penalties, will new hand signals/ calls be announced or do we call them as IPs?
