Looking back to where it was originally stated. I disagree with that statement.

If the pack is moving clockwise and a team abruptly stops, resulting in a no pack situation, I will absolutely assess a pack destruction penalty.

The clarification did introduce a change to the way we were calling destruction.

Pre-Clarification:

Stopped Pack -> One team skates away slowly = Destruction
Slow Clockwise Moving Pack -> One team stops or slows = Destruction

Post-Clarification

Stopped Pack -> One team skates away slowly = No Penalty
Slow Clockwise Moving Pack -> One team stops or slows = No Penalty
Fast Clockwise Moving Pack -> One team slows slightly/coasts/not suddenly = No Penalty

Strategy-wise this change allowed one team to reverse the pack direction from clockwise to counter-clockwise or from stopped to moving counter-clockwise without getting a major penalty.

What is still a penalty post-clarification:

Stopped Pack -> One team takes off = Destruction
Slow Clockwise Moving Pack -> One team actively skates in the clockwise counter-clockwise direction = Destruction
Fast Clockwise Pack -> One team stops = Penalty

Okay I could have been more clear. The stop I was referring to was indeed not a sudden stop. In the vast majority of instances I've seen the pack move clockwise it is at a very slow pace. Because the pace is very slow stopping would not be considered sudden in that context. Edits are shown in red, hope that clears it up.

Ok, now I totally agree with your Post Clarification statements (which are the only ones that actually matter now).

Pre-Clarification:

Stopped Pack -> One team skates away slowly = Destruction
Slow Clockwise Moving Pack -> One team stops or slows = Destruction

However, I still don't understand what, in the rules themselves (i.e. without/before the Clarification), justifies issuing a Destruction in the two situations you describe.  :-\
