So the other night I was reffing a game and came across an interesting scenario. A blocker skated out of bounds, was out for a second or two, and then attempted to block a jammer that was trying to return to the track (she missed thankfully). No penalty was called by our (new) OPR, but we did have a discussion about it afterwards. I want your opinions, and since this is supposed to be hypothetical we will say that the blocker did block out of bounds as well. If the blocker had received a SOOB penalty prior to blocking out of bounds (<-wanted to use short version and realized what it spells ) would she get two minutes? Would the second penalty automatically become a misconduct as the player is supposed to be headed toward the box already?
I propose the preposterous to promote and propagate pragmatism.

One action, one penalty.

Two actions , two penalties.

In this case the SOOB could not have been part of a missed or successful attempt to block or we wouldnt even be considering penalising it. The act of leaving the track is one action.
What she then chose to do once off is block OOB, assuming that had impact that too is a penalty.

Had the SOOB been called as a penalty and she continued to play and initiated the block that would  be a separate illegal action from the one penalised, and illegal in two ways: both insubordination and  BOOB. But just one penalty for the second single action.
If the BOOB was to the back this again one would be illegal in two ways, but one action, so one penalty.

The standard practises have a hierarchy of calls for single actions that are illegal in two or more ways (eg block to the back with forearms).

It is two separate actions, so she would get two penalties (but not two minutes, as penalties are now 30s long). But it would not be a missconduct but a blocking out of bounds (if impact is sufficent), because as long as the penalty as not been called, the skater can not be expected to stop playing
