Blocker starting behind the jammer line

This action didn't happen, but was asked about at a bout I reffed this weekend. I've got my own reading of this, but I'm interested in others' perspective.

Blocker lines up behind the jammer line. Stays there when warned. Whistles go.

What is clear:
The blocker is on the track, so he (question was asked at a boy-derby bout) is in position and ready.
False starts are specifically defined when a blocker crosses the pivot line early.

What is not as clear:
What is the call against the offending blocker?

Some rules:

2.4.4.2 Pivots and Blockers are considered in position and ready if they are on the track when the first whistle of the jam blows (this is the whistle to start the pack rolling) but are subject to false start penalties if they are not behind the Pivot line and in front of the Jammer line, (see Section 6.2.8.2.2).

4.2.1 Prior to the start of a jam, all skaters must be in formation with the Blockers in front of  the Jammers. The Pivot line is a straight line across the track at the head of the straightaway.  The Jammer line is exactly 30 feet behind the Pivot line. The Pivots line up
behind the Pivot line with the Blockers behind them.   

6.2.8.2.2  A Blocker false starts when she crosses the Pivot line before the pack starting whistle.

Did the blocker try to block anybody?

My first thought was OOP 6.2.11.5 (intentionally skating more than 20' from the pack after being warned) but I dunno if it'd be a major or minor without knowing if the blocker tried to block... or move, even



Major Wood (shh I'm speaking for him but he doesn't know it) just said he thinks it's a false start- the blocker is soooo far ahead of the pivot line that he/she is all the way around the track behind the jammer line.

It's a false start. Anyone within the 30' between the pivot and jammer lines is "behind the pivot line", anyone on any other part of the track is "behind the jammer line". So yes, one step in front of the pivot line puts them behind the jammer line.

So it's a minor. If they hit a jammer before the second whistle, probably going to get a separate major. They should be warned of being out of play as soon as it happens, and if they don't attempt to rejoin the pack, they should be penalized accordingly.
