Hello!
 Let's say that before the jam whistle blows one team is trying to swap one jammer for another.  The would-be replacement jammer doesn't make it onto the track before the jam whistle blows so she is directed to return to her bench.  The jammer that was initially on the track and trying to get off doesn't get off before the jam whistle blows, but she still skates off the track in the attempt.  Is this skating out of bounds?  It seems like it should be because she started the jam on the track and then removed herself without having any of the exceptions listed in legal play nor no impact/no penalty.  I hope this is clear.

By the book it is probably a penalty, but my gut thinks the consensus will agree there is no advantage to gain from sitting on the bench. Perhaps a 'Return to the Track' verbal cue is in order.

Edit: If she were accelerating at the start to get off the track, you might make a case for a false start warning, but by the time she got back on the track and sitting on the bench, all the advantage would be yielded which would sort of make the warning sort of pointless.

I would not penalize the jammer.   

As for directing the jammer to return to the track, I probably wouldn't do that either.

No penalty.

[rule]5.12.10 - Exiting the track due to the belief that one had reason to be out of bounds legally.[/rule]
6.1.3.5.1.2.3 - The referee who quotes a rule with the most digits is declared the winner.

 I would not penalize.  I would ask her to return to the track.

Well she is allowed to remove herself from the jam, no? So is it really in our power to issue a return to track?

Does it simply count as a "non standard verbal warning" at this point?
I play devils advocate a lot, it is always because I desire a complete understanding of the rule/scenario. I do make changes to my reffing often as a direct result of discussions resulting in a consensus. Particularly if it is contrary to my previous understanding.

How about you avoid both, and say something factual like 'you are the jammer'.

Just like in a failed star pass where the pivot ends up with the star, we say 'YOU ARE NOT THE JAMMER' or 'YOU ARE THE PIVOT'. It's a time where confusion is not just possible but *likely*, and it's very easy to fix without actually instructing her to do anything.
