I've never really understood why the impact rules don't affect tactics.  For many of the illegal actions in the rules it is the recipient of the action that determines penalty status of that action.  For example, suppose red blocker hits blue blocker in the back.  Assume no change in relative position.  If blue blocker stays upright, in bounds, etc then no penalty.  But what if blue blocker falls?  Now red blocker spends 30 seconds in the box.  Why aren't players making sure they fall more often?

There is that, and the possibility of a low block penalty, but I'd say the odds are in favor of the flopping skater. (I'm presuming skaters would be better at flopping than soccer players.)
