After watching this video, one of our players thought it might be low block penalty when they fall. My thoughts are no, but I want to put this to the community for more input with reasoning please.
I propose the preposterous to promote and propagate pragmatism.

If I swap to the non-mobile version of the page (you gave a mobile-oriented link) I get a similar note:

"This content is currently unavailable
The page you requested cannot be displayed right now. It may be temporarily unavailable, the link you clicked on may have expired, or you may not have permission to view this page."

You'll need to tweak the permissions so we can see it.

It's worth noting from the start at the skaters ARE moving in derby direction.  (You'll see the curve of the track near the end.)  Start watching at about 0:20.  They fall at 0:23.

The camera angle isn't the best, but it looks like they're blocking at mid-thighs when she starts to fall.  That's legal, so no low block penalty for him.

I'm more wondering whether she should receive a penalty.  As in, precisely what was it that made him fall.  She almost looks to be grabbing him to maintain her balance as she falls.

I noticed that, too. On both the block where they fell and the block after that, it looks like she's applying pressure with her forearms. Since in one she made him fall and in the other one she impeded his mobility, they may both be forearms penalties on her.

However, at the angle, it's hard to see if he's using his forearm or not - especially in the last block. In the one where they fell, it looks like he's applying pressure using his upper arm, which is legal, but it's across her back, which isn't. In the last one, I can't tell if he's using his forearm or upper arm, and because it's merely impeding mobility, the back block element wouldn't factor in unless there was a change in relative position.

Actually, the block where they fell COULD be a back block on both, since target zones take precedence over blocking zones. It looks like she initiated with her arm on the back and then he counter blocked with his arm across her back. Since they both fell, and both had initiated a back block, they both could end up in the box.
