Who goes to the box as the jammer

Scenario:  We all know how hectic and confusing it can get in the bench area during the 30 seconds in between jams. The black team is holding the back line prior to the start of the jam and thus far the white team has failed to field a jammer and 24 seconds between jams has elapsed.  The White team mistakenly rushes out two players both wearing jammer covers.  As the skaters rush out onto the track to get into the jammer position they both crash into the black line each knocking down an opposing skater "simultaneously".  Neither of the two white skaters currently wearing the jammer covers were the teams jammer during the previous jam.  The penalty box is empty.    Who goes to the box as the jammer?  At this point the only answer I can come up with is to just pick the one that was closes to me if I'm the one calling the penalty.

If you can't tell who first committed a penalty, that sounds right to me.

I think I would try to target the one that initiated first. If it was the same time, I would just pick the closer one.

Related Note: Do we agree the second cover wearning Non Jammer, would serve as a blocker as well? Followed by directing one white blocker off the track?

I think it is reasonable to not start the jam and talk to the white coach/captain. Let them decide who is the jammer. They both have to serve a penalty, but I don't think it's our place to decide which position they will be in for the following jam.

I like that. Def a messiness level that would benefit from not starting the jam till sorted out.
