For new trainees (ie; have mastered basic skating skills) I run them through this program.

Wow, Stevil that is an impressive document.

I haven't enough trainees to formalize a system but we do have regular weekly practices and the league uses one of its two hour time slots for a training scrimmage for refs and NSOs once a month.

My method is similar to Stevil's if not less organized:

Teach them derby 101, Basic concepts like the difference between a penalty and an illegal action etc, specifics, and each practice I cover a topic relevant to the attending refs/practice plan for the league and then the second hour the team does gameplay drills which we practice the concepts from that day on.
I play devils advocate a lot, it is always because I desire a complete understanding of the rule/scenario. I do make changes to my reffing often as a direct result of discussions resulting in a consensus. Particularly if it is contrary to my previous understanding.
