This hasn't happened yet, but after reading the new rules I think this challenge will be common.

Team challenges that  their jammer in the previous jam was enforced a cutting penalty the momment they re-entered the track and was not given any amount of time to yield, they are requesting to over turn the cutting penalty.

In your OR Zebra huddle you discuss and agree that no time was given for the jammer to yield. They exited the track to comply with the enforcement of the penalty and went straight to the box.

What do you do here? Is this a "well the cut happened" or a "well you can't enforce it if you don't wait long enough". My gut thinks you should overturn these, what do you think?

A penalty should not be issued for a cut until the jammer intentionally fails to cede the cut.  In the scenario you presented the skater was denied the opportunity to exit the track due to officiating error (over-zealousness).

There is also uncertainty whether or not the cut would have been ceded.  Uncertainty is always ruled in favor of the skater.  Lift the penalty.
6.1.3.5.1.2.3 - The referee who quotes a rule with the most digits is declared the winner.

That's what we did when ithappened at a recent game . The slight difference in our scenario was that the "review" was initiated by the crew, not one of the teams. Two OPRs were nearly simultaneous with the *tweet* and the verbal, and the skater headed off to the box. Between jams we talked about it and realized that the skater was never given an opportunity to cede - we were too quick with our whistles. We took a quick OTO, erased the penalty, and reminded ourselves that we need to give the skater the opportunity to cede before calling the cut.
