Teams line up, Black team has two jammers lined up in position who entered the track at the same time, and four blockers in position.

Jam Starts.

OPR calls nearest Jammer off the track with "Black 12 Return to Bench", Jam Ref for Black declares Black 22 'you are the jammer'.

Both 'Jammers' continue forward OPR's continue trying to remove Black 12 unsuccessfully. Both Jammers engage the pack and the pack engages them both in the confusion. Black 22 is issued lead. Black 12 is still not leaving the track.

**Personally, I would call off the jam in-place of calling an insub (using the same timing) on Black 12. The extra skater was having a major impact on the game and when they refused to heed the officials repeated and correct calls to return to bench they committed their team to a 'too many skaters' penalty.**
I play devils advocate a lot, it is always because I desire a complete understanding of the rule/scenario. I do make changes to my reffing often as a direct result of discussions resulting in a consensus. Particularly if it is contrary to my previous understanding.

End the jam.  "Too Many Skaters" penalty to black 12.  The fun question is: as blocker, or as jammer? I'm leaning towards as jammer.

The preferred answer to this question is, of course, for the OPRs to get the extra jammer off the track before the jam starts.  There's very explicit guidance that we should be warning for too many skaters.

But, assuming you didn't, calling the jam immediately is the right answer - it's hard to imagine any argument that having two jammers present isn't instantly impactful. I would agree that whichever skater is penalized is penalized as the jammer, since that's the position she was lined up as.
