"Pincer" blocks = multipayer?

Two White blockers are facing each other in the middle of the track and the arms pointing in the counterclockwise direction are bracing each other's shoulders. The blockers have formed a triangle with their braced arms away from any incoming skater and their bodies making up the other two sides creating a kind of pincer or something that resembles a binder clip. A jammer skates in and challenges the seam made by their shoulders facing the clockwise direction. I had one ref suggest this constitutes a multiplayer despite the fact that the brace or link itself isn't being challenged because without the brace/link the jammer should be able to more easily shove one of the skaters out of the way to create a gap. Is this correct?

That is correct.  A multiplayer block penalty requires two teammates to have a link or grasp between them and an opponent to attempt to pass between those two players and be impeded.  The opponent does not need to directly challenge the link,or grasp, itself. 

From OP it is not completely clear if there is link or grasp going on.  If there is, issue the penalty.  If there is not a link or grasp going on, there is not a multiplayer block penalty to issue.
