Reading those rules together, the first appears to indicate how the pivot panty should be worn, while the second appears to be prohibiting uniforms that might cause confusion among skaters.

Still pivot, still eligible for the star pass; IP minor for wearing the pivot panty like  a frat-boy ball cap.
You will bout as you practice.

I'm having trouble justifying a penalty. Particularly when you consider a team doesn't need to even field a (blocker as a) Pivot. With such a common fixture in derby (helmet pantys) I'd imagine of there were to be a penalty for it being on crooked it would be specified as such (minor or otherwise). If everybody can still clearly tell who the Pivot is, it's tough to find any impact.

Agreed -no penalty to the skater. The rule applies to the cover itself, its design. Not the wearing. Nothing in the rules offers justification for a penalty for having it on sideways.

Yeah the only problem would be if it's on inside-out and you can't tell that it has a stripe or stars. No penalty for being on crooked.

Ah. Different issue then, though still not orientation related. Again, construction related.

[rule]3.6.1 A team?s helmet cover colors must meet the definition of high contrast beyond a reasonable doubt or the Head Referee shall request that the team use helmet covers that meet the definition. The Jammer and/or Pivot?s helmet cover colors are of high contrast if there is a large degree of visual difference between the star/stripe color and the base color of the cover such that the star/stripe color stands out from the base color. [/rule]

If it is determined that the panties are not of high contrast, then much like not having the minimum width of stars and stripes or no numbers on the arm, we fall towards improper uniform territory. More than likely (hopefully) this would be discovered and remedied prior to the bout, though, before any penalties could become an issue. We have more than one set ourselves. Share and share alike.

I find that though there's no specifics on how it should be worn, there's a reason there are specifics on the construction. The specific width of both the stripe and the stars, as well as the contrast, allow them to be seen from any angle. Frankly, how often do you see a Pivot skating forward with her head aimed straight forward. Most times a Pivot, much like any blocker, is looking all over, commonly over their shoulder (head to the side) if they're up front. It could be argued that it would be easier to identify a Pivot if the panty was on sideways  :). If for no other reason than it just looks odd. Nonetheless, the stripes are wide enough to be seen from all over. Thus no penalty for wearing it crooked.

Speaking of which, any leagues out there actually making their own custom panties, where these minimums have to be taken into consideration? We're not as crafty in that department over here. We just purchase. I wouldn't mind seeing some.

This came up after our last bout. Many of the Pink team have pink helmets - their helmet panties were pink with black stars/stripe. Most of the White team have black helmets - their helmet panties were black with white stars/stripe. To top it off some of the white teams skaters had white logo stickers on the sides of their helmets. We're thinking that about suggesting they reconsider their panty colours.

Glad you asked Clique - I've got a good one for the forum to contemplate.

My league's colors and green, orange, and black.  They had been sporting a Pivot helmet cover with a two-toned stripe and a black base.  So, the 2" stripe actually consisted of a 1" orange stripe and a 1" green stripe.  So, is the "single, solid stripe" in reference to the stripe to being a single continuous high-contrast line?  Or, is the "single, solid stripe" in reference the color the stripe is composed of?

My league asked me about it and I explained that it would probably be in their best interests to buy or make helmet covers consisting two colors only.
