If they emerge at the EXACT same time(something which in actuality is almost impossible, it is however possible that the actual amount of time diferentiating who emerged first is so minute as to be impossible to be determined by the refs), then there is no lead jammer as neither jammer has met the criteria for being lead as neither was first.
3.4.1 Lead Jammer is a strategic position established on the Jammers? initial pass through the pack during each jam. The Lead Jammer is the first Jammer to pass the foremost in-play Blocker legally and in bounds, having already passed all other Blockers legally and in bounds.

If both refs are 100% sure that they're jammer broke through first you have two options - award lead to both, or award lead to neither. The latter seems like it would have the least impact on gameplay.
i also think this is consistent with
9.3.2 If the referee is in doubt on a call.... she/he should not call a penalty.
that is, if the refs are in doubt over which jammer gets lead - dont award lead
so, while the rules dont specifically say so - it makes sense to not award lead to either jammer in this situation
